AKO Inspired Living CIC operates with clear governance arrangements and explicit regulatory boundaries to ensure services are lawful, safe, accountable and appropriate for the people we support.


This page explains how we are governed, what we do and do not provide, and how we maintain compliance as a provider of unregulated, housing-led and community-based services.

Governance arrangements are designed to ensure:

  • Protection of service users
  • Ethical decision-making
  • Long-term sustainability

Our Governance Framework

AKO is a trading Community Interest Company (CIC) governed by:

  • A Board of Directors with oversight of strategy, risk and compliance
  • Clear policies covering safeguarding, risk management and information governance
  • Financial controls and transparency aligned to CIC requirements
  • Annual review of community benefit, impact and reinvestment

Our Regulatory Position

We are not:

Our services are intentionally designed to sit below regulatory thresholds, while still delivering structured, accountable support.


This position is actively monitored and enforced.

  • A CQC-registered provider
  • An Ofsted-registered provider
  • A clinical, nursing or therapeutic service

Clear Service Boundaries

This service supports care-experienced young people who:

  • Accommodation only as a housing provider
  • Outreach and engagement
  • Non-statutory advocacy and representation
  • Care leaver transition and independence support
  • Community inclusion, befriending and mentoring
  • Practical enablement and daily living support (non-personal care)

What AKO Does Not Provide

AKO does not provide:

Where needs exceed our scope, we escalate, signpost or refer appropriately.

  • Personal or intimate care
  • Medication administration or prompting
  • Clinical, nursing or therapeutic interventions
  • Behavioural management, restraint or control
  • Secure or restrictive accommodation
  • Any activity requiring CQC or Ofsted registration

Separation of Housing and Support

AKO maintains a strict separation between housing provision and support delivery.

Where needs exceed our scope, we escalate, signpost or refer appropriately.

  • Housing agreements are accommodation-only
  • Support is delivered by separately commissioned providers
  • Contracts, invoicing and accountability are kept distinct
  • Roles and responsibilities are clearly documented
  • Protects regulatory clarity
  • Supports Housing Benefit and funding compliance
  • Reduces risk to service users and partners

Managing Regulatory Creep

AKO actively manages the risk of regulatory creep by:

If a service cannot be delivered safely within an unregulated framework, AKO will not deliver it.

  • Screening referrals for suitability
  • Training staff on boundaries and thresholds
  • Reviewing service delivery regularly
  • Declining work that would trigger regulation
  • Maintaining clear public-facing statements of scope
  • Reduces risk to service users and partners
